The concept of how starting over and new beginnings would effect a reading. Say you've moved from one country to another? Does that affect your reading? Why do we need date, location and time? What it's all about.
Well the basic idea behind astrology is trigonometry. Trigonometry comes from a Greek word "trigonometria" put together from these 3 words: Tri (three) gonia (angle) metro (measure).
Just like in RL, there are three dimensions that are used to place your exact location on the Earth. Schools teach these as longitude and latitude and altitude. Astrologers call them the Ascendant, the Midheaven and declination. That's why we ask for three data points to calculate any chart: the birth date, location and time. The date sets the declination, the location longitude sets the Midheaven and the time and latitude set the Ascendant. If any of those values change significantly then the chart does as well.
So if you moved from the US to Australia, for example, the Ascendant and Midheaven would show the most movement, depending on the starting and ending points. You could conceivably go from a Leo rising to a Taurus rising in your natal chart just by moving. There is a branch of astrology called Astrocartography that defines how your natal chart affects where you live in the world. I don't know enough about it to speak with confidence so I'll leave those curious on the subject to Google's archives.
For predicitive astrology this difference is even more significant. When astrologers look to the future they relate everything to the natal chart. But it only really applies if you are making a permanent move - changes of residence for vacation don't count. To continue the example, the move from the US to Australia would change a year based on characterisitcs of confidence, dramatic attitudes, popularity, and possible artistic expression (Leo) to one of slow but steady growth and financial security (Taurus).
Next New Beginning. Do we need important information from that first day to get an accurate reading?

It would depend on what you are looking for from the astrologer, but the usual answer would be 'yes, give both your natal chart and the information for the new one.' Most types of predictive charts base their facts on the changes between your natal chart and that of the new location.
If you wanted to view it as a new birth, then you would only want to focus on the new details (time location date). If you view yourself as a new person by making this change (and that's perfectly reasonable) then it would make sense.
However if your looking to just see where your at in life or where things might be going give both your natal chart Birth Date, Location and Time a long with this new information of your new permanent resistance or when this new life started for you which again would be the month day and year it took place the location your now at and the time this took place. This why both charts will be looked at to give you an idea of what is to come.
